Lots of new performance optimizations (More detail below)

New features/changes: 

-Added new lockroom corner room (with 2 variants)  

-Added new frustum culling for rooms

-Added performance optimizations for cameras (like security cams and SCP-249)

-Added optimizations for ragdolls (they will now disappear and stop calculating physics when out of range)

-Added SCP-096-1 (just a fun variant of SCP-096 with finite rage time and can be shot/killed) (CAN ONLY BE SPAWNED VIA DEBUG)

-Tweaked with doors disappearing out of distance optimization

-Tweaked item optimization (they will now stop physics as well when out of range) (depsawn based on how many items already exist)

Bug fixes:

-Fixed bugs with unequipping/equipping radio while taking

-Fixed bug with setScps command (SCP-096 can now be disabled)
