First update

This is the first update. I wasnt really planning it, but i was bored so i guess here it is...

changelog:

-Brought back the particles

-Finished applying all changes to tornadoes when the Json Tornado config if it was changed (if you didnt know, two values relied on the particle system and weren't being applied)

-Added a proper Debugging / developer console (there is a documentation if needed inside the games files)

-Added EF-0 and EF-3 tornadoes 

-Replaced the siren sound (the block, not in the menu)

-Fixed bug where player was slow and had low sensitivity

-Other stuff
